Customers can use B2B addon on PI 7.31 but customers need to buy licence of PO to get the B2B licence.
so practically in your scenario customer buy PO licence but you install B2B on PI 7.31 . in future customer can use PO functionality (BPM and BRM) anytime as they have already bought the PO licence.
